早在2010年，中國政府就提出，愿與東盟共同努力，推進中國與東盟互聯(lián)互通建設(shè)建成，并成立了中國－東盟互聯(lián)互通合作委員會。2014年，亞太經(jīng)合組織領(lǐng)導(dǎo)人北京會議通過了《亞太經(jīng)合組織互聯(lián)互通藍圖（2015~2025）》。⑧同年，亞洲基礎(chǔ)設(shè)施投資銀行成立，它將為亞太區(qū)域的基礎(chǔ)設(shè)施互聯(lián)互通建設(shè)提供資金融通的便利條件。目前，多數(shù)東盟國家的基礎(chǔ)設(shè)施相對滯后，海陸空交通設(shè)施、電力供應(yīng)、配套產(chǎn)業(yè)明顯不足，這為我國企業(yè)到當(dāng)?shù)赝顿Y和工程承包提供了廣闊的市場。參照東盟區(qū)域基礎(chǔ)設(shè)施互聯(lián)互通的規(guī)劃，我國應(yīng)有選擇地參與東盟區(qū)域基礎(chǔ)設(shè)施互聯(lián)互通項目，規(guī)劃中國—東盟區(qū)域基礎(chǔ)設(shè)施互聯(lián)互通計劃。同時，把握各國具體國情和營商環(huán)境，做好和做足可行性研究，規(guī)避和管控系統(tǒng)性風(fēng)險。

Formation and Development of ASEAN Economic Community
—Also on the ASEAN Economic Community and the "Belt and Road" Initiative

Abstract: By the end of 2015, ASEAN officially announced the establishment of the ASEAN community, which marks the ASEAN economy's entry into the community era. In November 2015, ASEAN issued the "ASEAN Economic Community Blueprint in 2025" which outlines a vision for the development of the ASEAN economic community in the next decade and puts forward the five pillars of the development of the ASEAN economic community. In terms of the ASEAN Economic Community blueprint, it has many similarities with the "Belt and Road" initiative, so that they can gradually realize strategic docking. As a sub-regional economic integration organization, the ASEAN economic community will have a profound impact on the global economic and geopolitical pattern, and also on the implementation of the “Belt and Road” strategy in China.
